The movie has obviously been recorded from TV. In the beginning and in the end you can see bits of other programmes that have nothing to do with the movie.
The spanking scene starts at 1:28:00 (the build up, which is interrupted by a musical performance, starts at around 1:23:00).
There is another scene at 1:07:40 where the male lead Martin angrily comments "der Hintern gehört ihr verhauen!" ("she ought have her bottom spanked!").
The movie's story goes something like this:
Rosel and Martin, who have grown up in the same Black Forest small town, are in love with each other, in fact seem to be made for each other. Everything would be fine and they would just be heading for marital bliss, if only Martin, apart from being the mayor's and local saw mill owners son, wasn't a somewhat successful ice hockey player. Because of his "fame" as an ice hockey player, girls are constantly making eyes at him, which in turn, keeps the spirited Rosel in a constant state of jealousy.
Her jealousy flares when she sees Martin getting into the car of a somewhat older but worldly and elegant woman, Vera.
Rosel decides to get back at Martin and make him jealous in return. And the "Miss Kirschwasser" (Miss Cherry Schnapps) contest seems to be just the opportunity for this. If she wins the contest, her face will be on all Kirschwasser bottles and be admired by all male Kirschwasser drinkers. This should do the trick and show Martin he shouldn't take her for granted, she figures.
Rosel does indeed win and her face goes on all the Kirschwasser bottles. One thing this does is attract the attention of Mr. Winter, an elderly American millionaire with origins in the Black Forest. He once was in love with Rosel's mother and starts to woo Rosel.
But as far as Rosel can see, Martin is now even more interested in Vera. After a very melodramatic crying fit about losing "her Martin", a desperate Rosel now really starts to go along with Mr. Winter's wooing. A scene in which Mr. Winter is about to buy a new car to Rosel's liking from Vera (who is in the car businnes), shows the usually down-to-earth Rosel behaving like an arrogant 'golddigger tart'. This drives Martin in a rage and he then finally realises "where he belongs". After having learned from his father, that Mr. Winter wants to take Rosel to America with him, Martin rushes to some lakeside festivity, where he expects to find the two.
Mr. Winter in the meantime has realised that he is not loving Rosel but the memory he has of her mother. He tells her that it wouldn't be good for her to come to America with him and Rosel understands he is right. Nevertheless, when Martin turns up, she starts ostentatiously hugging and cuddling Mr. Winter and pretends she is all set to be off to America with him. A row between Rosel and Marrtin ensuses, but finally Martin can convince Rosel that it is her that he loves - by putting her across his knee and giving her a somewhat sound spanking that turns rather public when her howls and pleas for mercy and help attract the festivity's other visitors.
Some of the more interesting dialogue:
Starting at 1:28:49 one of the visitors comments in an improvised poem "Wie köstlich glänzt die Träne im Auge der Braut, wenn der Bräutigam ihr den ... verhaut" (something like: "How sweetly the tears gleam in the eyes of the bride, when her bridegroom-to-be has just tanned her ...").
And he indeed seems to have understood that Martin has found just the right way to a girl's heart. Not only has the spanking convinced Rosel that Martin really loves her, as she happily states at 1:28:41 "Ich glaub jetz meint er's ernst" ("I think he is really serious now") while rubbing her bottom, she also does not bear any grudge against him, as while at 1:28:56 she - still rubbing her bottom and sniffling a bit - poutily complains "to spank me so hard, you beast...", the words are clearly spoken in a happily-subdued spirit of love and tenderness for her Martin.
The spankee is Herta Staal, an Austrian actress born in 1930. She apperaed or starred in a whole number of Austrian and German movies of the 1950s, most of them comedy and "Heimatfilme" (sentimental movies with a regional setting).
I remember seeing this movie on TV as a boy and discovering the spanking scene. I have never been able to spot it in any "spanking in the movies" database, so it might indeed be a new find?? It was not me posting the movie on YouTube and I don't know about it's copyright status.
